- ItemSomente MetadadadosA intersetorialidade no Programa Bolsa Família o caso dos Morros de Santos(Universidade Federal de São Paulo (UNIFESP), 2020-12-08) Neves, Jose Anael [UNIFESP]; Medeiros, Maria Angélica Tavares de [UNIFESP]; Universidade Federal de São Paulo (UNIFESP)Introduction: The Brazilian Cash Transfer Program is the largest Conditional Cash Transfer Program in the world. It allocates monetary resources to Brazilian families in situations of poverty and extreme poverty and provides for intersectoral actions that must be agreed upon by municipal health, education and social assistance administrations. The integration of policies in favor of the Brazilian Cash Transfer Program is hardly known. Objective: To identify and analyze the intersectoral actions agreed upon by the health, education and social assistance sectors within the scope of the Brazilian Cash Transfer Program, in Morros de Santos, São Paulo, Brazil, recognizing their limits and potential, to subsidize interventions to improve this policy public. Methods: This is a cross-sectional research, with a quantitative and qualitative approach, developed in the region of Morros de Santos, SP, Brazil, between the years 2016 and 2017. Pregnant women, mothers and / or guardians of title and non the Brazilian Cash Transfer Program holders (n=380), in a representative sample of the Morros population; local managers and / or professionals from the health, education and social assistance services (n=14); and the central managers of the three sectors responsible for the operationalization of the Program (n=3). Seven similar scripts, adapted to the particularities of each group, were used to conduct the interviews. Quantitative data were analyzed using descriptive statistics, Chi Square or Fisher's exact test and multiple correspondence analysis. Content analysis was used for qualitative data. The study was approved by the Ethics Committee from Universidade Federal de São Paulo. Results: It was identified greater access of the Brazilian Cash Transfer Program families to health services, due to the conditionalities of the Program. In general, the inclusion or not in the Brazilian Cash Transfer Program affected 31% of the variability in the pattern of access to services. As for intersectoral actions, access between the Brazilian Cash Transfer Program holders and non-holders is low. It was found that the intersectoral actions were punctual, episodic and discontinuous, therefore, the intersectoriality does not seem to be a structuring principle of the Brazilian Cash Transfer Program actions at the study site. Even so, the interviewees recognized that the network of health, education and social assistance services available has the potential to11 redirect their practices regarding intersectorality. According to the review of the scientific literature, published between 2003 and 2020, there was a relationship with the Brazilian Cash Transfer Program with the reduction of child reduction and the increase of access to Primary Health Care services; expanding access to food, including in natura; increased school attendance and reduced dropout in basic education. Conclusion: The Bolsa Família Program has an important role in reducing inequities; however, the limited operationalization of intersectoriality, among other factors, may restrict the interruption of the cycle of intergenerational transmission of poverty.

This research has as its axis the qualitative approach from the perspective of Critical Social Psychology understanding the subjectivity as something inherent to the social, but in dialectics with the subject and his peculiar history of life, being here the path to the meaning. Using the Angrosino (2009) methodological proposal to achieve this goal. Thus, the observations on field has view to comprehensive and apprehension of elements and dynamics of the category worked, mainly in relation to social meanings. The semi- directed interviews and the participant observation focuses on an apprehension of the meanings and senses of the experience of being a beneficiary in the Vila dos Pescadores community. The analysis of the data obtained was performed according to the assumptions of Critical Social Psychology, based on qualitative Epistemology of González Rey. The main objective results are the general importance of the program in the community, the insufficiency of the benefit, allowing only the immediate relief of the poverty condition, as well as the significant impact of perceived benefit as moral autonomy and conditionalities on the perceived right of the program and its positive impact on the health of these people. And the results of subjective senses are the visibility, social recognition in being a beneficiary of the program and dignity made possible by being included, somehow, through the payment of the benefit, in market dimension of our society, allowing a psychosocial transformation. Thus, the subjective aspect made it possible to better understand the sense of the experience of being a beneficiary of the Bolsa Família program.
