Method A case study developed from ten visits to a night shelter between March and April 2012. For data collection, the participant observation and semi-structured interviews were carried out with four sheltered individuals, as well as non-directive group interviews with five technicians of the social-assistance services. Results Were analyzed using Content Analysis and developing a Logic Model validated with the professionals involved. Conclusion The social assistance services are the main entry of this clientele in the public network of assistance services, and the Mental Health services have difficulty in responding to the specificities of the same clientele and in establishing intersectoral work.

MATERIALS AND METHODS: Qualitative study conducted in Santos/SP. It was made 26 interviews and one focus group with five homeless users and ex-users of crack. RESULTS: The themes found in the results analysis of this study were: 1) The User Routine: between the streets and the "stones"; 2) Maintenance of Abstinence Attempts: Crack is Possible Winning!; 3) Questions about Treatment for Drug Dependence; 4) Access and Use of Care Network; and 5) Stigma, Discrimination and Preconceptions: The biggest barriers. Data analysis revealed that the crack user population living on the streets is exposed to greater risks to health and a greater social vulnerability. There were frequent reports of non-adherence to treatment, both in the services offered in the health system as those provided by therapeutic communities, based on religion, being both little effective for this population. In addition, noted the existence of critical, Moreover, it was noted the existence of critical, little information and limited access to treatment models practiced by the health network, as well as lack of knowledge about harm reduction strategies. Users reported feelings of stigma, discrimination and preconception, including in their relation with health services and social assistance professionals, being these an important factors that difficult the access of this population to the network care. CONCLUSIONS: The study points to the need for more investment and strengthening of existed services within the public health and social welfare network and professionals training to attend and include this population in their actions. In addition, there is also a need to go forward in the execution and implementation of public policies on alcohol and other drugs area, allowing greater access and adherence of this population. To ensure the 12 implementation of these policies, become indispensable constant inspection, social control, and especially, a management that, in fact, is more concerned about to take care of people and not just remove them from public spaces, promoting sanitation of our society.
