Resumo
Este artigo visa a compreensão da adoção e funcionamento do projeto de política externa
brasileira e da transferência de políticas públicas por parte do país na área da cooperação técnica
para implementação de bancos de leite humano. A partir disso, esboçar-se-á uma análise acerca
da adoção do paradigma da cooperação sul-sul e seus mecanismos como principal estratégia de
política externa do país durante o período de vigência dos Objetivos do Desenvolvimento do
Milênio (ODM) da ONU, de 2000 a 2015, e do Partido dos Trabalhadores (PT) na presidência
do Brasil, entre 2003 e 2016. Tal momento é marcado pela implantação em larga escala de
projetos de desenvolvimento social e combate à fome por todo o território nacional e a expansão
internacional destes. Para aprofundar o estudo do tema central, buscar-se-á fazer um exame de
parte do impacto causado por tal política na região da América do Sul, tendo os países Peru e
Colômbia como foco do estudo baseado na coleta de dados relativos ao início do projeto em
cada um dos países, até o ano de 2016, que marca um momento de mudança nas estratégias de
política externa brasileira por conta do fim do governo Dilma Rousseff.
This article aims to understand the adoption and functioning of the Brazilian foreign policy project and the transfer of public policies in the area of technical cooperation for the implementation of human milk banks. Based on this, an analysis will be made of the adoption of the South-South Cooperation paradigm and its mechanisms as the country's main foreign policy strategy during the period of validity of the UN Millennium Development Goals (MDGs), from 2000 to 2015, and the political party “Partido dos Trabalhadores” (PT) in the presidency of Brazil, between 2003 and 2016. This moment is marked by the large-scale implementation of social development and hunger-fighting projects throughout the national territory and their international expansion. To deepen the study of the central theme, an examination of part of the impact caused by such a policy in the South American region will be sought, with the countries Peru and Colombia as the focus of the study based on data collection related to the beginning of the project in each of the countries, until 2016, year that marks a moment of change in Brazilian foreign policy strategies due to the end of the Dilma Rousseff government.
