This was a nationally representative cross-sectional study using data from the National Demographic and Health Survey on Women and Children (PNDS-2006), in which the outcome variable was moderate to severe food insecurity, measured by the Brazilian Food Insecurity Scale (EBIA). Prevalence estimates and prevalence ratios were generated with 95% confidence intervals. The results showed a high prevalence of moderate to severe food insecurity, concentrated in the North and Northeast regions (30.7%), in economic classes D and E (34%), and in beneficiaries of conditional cash transfer programs (36.5%). Multivariate analysis showed that the socioeconomic relative risks (beneficiaries of conditional cash transfers), regional relative risks (North and Northeast regions), and economic relative risks (classes D and E) were 1.8, 2.0 and 2.4, respectively. Aggregation of the three risks showed 48% of families with moderate to severe food insecurity, meaning that adults and children were going hungry during the three months preceding the survey.

It is based on contributions from the Cultural-historical Theory, the Theory of Activity and the concept of Teaching Guiding Activity (TGA), used as grounds in the process of learning and teaching development. To comprehend the movement of teachers' senses concerning the organization of the teaching activity that promotes the learning activity of students who deal with situations of social vulnerability, we chose the dialectical historical materialism as a method of investigation, through a formative experiment using an extension course for math teachers from the early grades of elementary school. The data analysis was structured in the isolateds "Relations between the teaching of mathematics and the context of social vulnerability: initial meanings" and "The organization of teaching and the learning difficulties resulting from social vulnerability". In discussions involving the concepts of social vulnerability, TGA, development of Triggering Situations of Learning (TSLs), reports of their development in the classroom, actions, interventions and mediations, we looked for signs of a movement of change in the organization of the teaching activity in order to promote the learning of socially vulnerable students. The results of the research indicate that, from the appropriation of the elements of the Teaching Guiding Activiy, the teachers begin to conceive this concept as a way of organizing activities and enhancing learning. The TSL emerges as a methodological resource for the teaching of mathematics that bring a triggering problem, presents a necessity and a purpose for students, with the potential to benefit the appropriation of concepts, in particular, promoting apprenticeship for children who live in a context of social vulnerability. The data revealed that the students were involved in the learning activities from the development of the TSLs, which allows us to conclude that the socially vulnerable student can, even in the face of his conditions, have his learning encouraged. Although the school does not have tools to overcome the social condition of its students, a movement of the educational organization can offer learning conditions when considering the specificity of the difficulties linked to the social vulnerability of its students, so that this condition will not be decisive in their learning processes.

This research has as its axis the qualitative approach from the perspective of Critical Social Psychology understanding the subjectivity as something inherent to the social, but in dialectics with the subject and his peculiar history of life, being here the path to the meaning. Using the Angrosino (2009) methodological proposal to achieve this goal. Thus, the observations on field has view to comprehensive and apprehension of elements and dynamics of the category worked, mainly in relation to social meanings. The semi- directed interviews and the participant observation focuses on an apprehension of the meanings and senses of the experience of being a beneficiary in the Vila dos Pescadores community. The analysis of the data obtained was performed according to the assumptions of Critical Social Psychology, based on qualitative Epistemology of González Rey. The main objective results are the general importance of the program in the community, the insufficiency of the benefit, allowing only the immediate relief of the poverty condition, as well as the significant impact of perceived benefit as moral autonomy and conditionalities on the perceived right of the program and its positive impact on the health of these people. And the results of subjective senses are the visibility, social recognition in being a beneficiary of the program and dignity made possible by being included, somehow, through the payment of the benefit, in market dimension of our society, allowing a psychosocial transformation. Thus, the subjective aspect made it possible to better understand the sense of the experience of being a beneficiary of the Bolsa Família program.
